Congress formally condemns Obama over prisoner exchange

The House of Representatives has formally condemned President Obama in response to the May 31, 2014 exchange of U.S. Army Sergeant Bowe Bergdahl for five Taliban detainees held until that point at Guantanamo Bay. The president failed to give Congress the requisite 30-day warning of the swap, which Obama explains was in the hope of protecting Bowe until the swap was complete. The nonbinding resolution acts as a public note of disapproval of the president’s actions. The vote was 249-163 in the Republican-controlled House, although 22 Democrats did vote in its favor. The timing of the decision has been criticised by some in relation to the president’s public address and the national day of remembrance.
