After severe weather and flooding, the governor of Virginia has declared a state of emergency in Alleghany County and Covington. Thursday night Gov. Terry McAuliffe tweeted that a state of emergency had been declared, so that state agencies could help local governments faster by bypassing some procedures. According to the Virginia Department of Transportation, more than a dozen roads in Alleghany County are closed Friday morning due to the flooding. There are also reports of downed tress and utility lines. Dominion Power reports about 1,700 of its customers are without power across the state.
