Virginia – Loudoun County propose changes to noise standards

In order to accommodate the Virginia Supreme Court ruling that the “reasonable person” standard is too vague for noise violations, Loudoun County is proposing changes to its noise standards. Under the proposed rules, noise will be measured based on what is “audible and discernible” versus “reasonable.” Loudoun County Sheriff’s deputies will have new guidelines for deciding whether loud music and barking dogs are too loud. The proposed changes would impact zoning rules that apply to businesses and the county code covering residences. A public hearing will be held on July 13.
