A policy against the legalization of marijuana is attached to the federal spending plan now passing through Congress. This rider would affect the recent District decision to decriminalize possession of small amounts of the drug, halting the implementation through much of 2015. Groups including both civil rights activists and those for the legalization of pot plan to protest the possible decision, which contravenes the recent election. Congress is divided on the issue.
