Chris Brown barred from leaving Philippines

Singer Chris Brown is not allowed to leave the Philippines because he owes promoters money after he failed to make a New Years Eve appearance in the country. The Philippine Department of Justice issued an order to stop Brown from leaving. The singer was stopped on his way to a private jet bound for Hong Kong. The Bureau of immigration says that Brown could receive a clearance certificate to leave the nation if the Department of Justice allows it.
