Judge rules in favor of homeless in Washington

D.C. Superior Court Judge Robert Okun ruled that homeless families in the District of Columbia must receive apartment-style shelter or hotel rooms when the temperature is below freezing. Families filed a class-action suit last year after the city used cots in recreation centers to shelter the homeless on nights that were below freezing. City law guarantees temporary housing to the homeless when the temperature is below 32 degrees.
