Dimitrios Fragoyannis, co-owner of several restaurants in Maryland, is accused of following a woman in his car after spotting her at his Mamma Lucia restaurant in Rockville. On the road, he repeatedly honked at her and motioned for her to pull over. When she did, he reached into her window and grabbed her breasts. He then exposed himself to her. She notified the police that night. Fragoyannis was convicted of a sexual offense in 2008 for touching a waitress inappropriately. He is charged with fourth-degree sexual offense, indecent exposure, and second-degree assault.
