District police say that a woman left a 10-month-old baby in a stroller by a busy street. Latonya Cooper, 24, was charged with second-degree cruelty for abandoning the baby on E Street northwest by the National Law Enforcement Officers Memorial. According to the court documents, a woman found the child unattended and alerted a U.S. marshal in the area. Cooper was found two blocks away. Her relationship to the baby is unknown. The child was taken to a hospital and is healthy.
